7.11.16 Bused Resource
To send a Bused Resource command to the carrier controller, the payload uses the Bused
Resource command of the SIPL.

1 Relinquish control of the bus, carrier controller can reassign control of
bus
2 Notify carrier controller that control of the bused resource has been
transferred to this board from another authorized board
